Commission recommends approval of Washington County text amendment to allow assisted-living in PRBD

Johnson City Regional Planning Commission members on Nov. 11 recommended approval of a Washington County zoning text amendment that would permit assisted-living facilities in the PRBD (planned residential business district). Sarah Fleifel, planning staff, said Washington County Planning Commission had approved the amendment unanimously on Nov. 4 and that Johnson City’s vote would be advisory to the Washington County Commission.
Fleifel told commissioners the proposed change amends Section 5.15 of the Washington County Zoning Resolution to allow assisted-living facilities in PRBD in addition to the existing MS, PRD1–3 and PB1 districts. She said decision options were to recommend approval, deny, or defer pending more information.
Vice Chairman Dutton moved to recommend approval; the motion was seconded and carried on a unanimous roll-call vote. Commissioners Aldridge, Baumgartner, Goodson, Kelly, Williams, Vice Chairman Dutton and Chairman Dagenhart all voted yes.
Because the planning commission’s recommendation is advisory, the final decision rests with the Washington County Commission at its subsequent hearings.
