Houston County approves culvert lining and concrete repairs, transfers $226,373 in state aid to construction allotment

Staff said the repairs would be staged and coordinated with MnDOT for temporary traffic control, likely using stoplights to maintain one‑lane traffic during the roughly four‑day work window.
The board also adopted Resolution 25‑37 to transfer $226,373 from the municipal construction state‑aid account into the regular construction allotment. County staff said Minnesota's state‑aid categories include separate municipal and regular construction buckets, and when municipal construction activity is insufficient to spend the municipal allocation the county risks losing or being capped on those funds; transferring to regular construction preserves the money for future municipal projects.
Board members said the county will continue to sponsor Local Road Improvement Program (LRIP) applications from municipalities under 5,000 population, including the City of Houston and Caledonia, if those cities choose to apply. Staff described typical LRIP selection criteria as favoring projects with demonstrated economic benefit or traffic need.
Each of the road items was approved by voice vote; the transcript records unanimous "aye" responses with no roll‑call tallies.
