Committee introduced draft ethics charter language; fuller discussion set for work session

Doctor Facer from the Carl Vinson Institute presented a drafted ethics package for the charter on Nov. 13 that included a conflicts-of-interest section, ethics in hiring/contracting/procurement, reporting processes for violations, meeting participation alternatives and creation of a board of ethics. He said some items may be better handled in ordinance and that the packet contained hypotheticals to guide discussion.
Committee members noted the material was intended for discussion at the working session and that detailed questions would follow. Doctor Facer pointed to an existing Augusta ethics ordinance included for reference. The committee did not adopt final ethics provisions at the Nov. 13 meeting and asked legal staff and the institute to address outstanding questions at the next work session.
The item remains under committee consideration and will return for more detailed review before any final vote.
