The substitute motion, offered to avoid specifying first/second meeting details and to align with current commission scheduling, carried 10–1 after discussion with legal staff and the finance director's timing recommendations.
Committee members said the change keeps flexibility about which Tuesday (first/second/third) the budget appears on the calendar while preserving a clear calendar window for presentation and adoption. Attorney Plunkett noted the historical timing rationale — the commission traditionally approves budgets by Dec. 31 and sometimes needs a second meeting to complete the process.
The committee voted to accept the substitute language and directed staff to harmonize the calendar wording in the final draft to reflect how the commission schedules its first and second meetings each month.
The committee recorded Miss Bacchus as the lone no vote on the substitute motion.
Next steps: CRC staff will reflect the adopted timing language in the draft charter and prepare the item for the commission and public review.
