Crowley council authorizes application for LCDBG grant to upgrade wastewater ammonia treatment

Crowley — The City of Crowley authorized staff to prepare and submit a full application to the Louisiana Community Development Block Grant (LCDBG) program for upgrades to the wastewater treatment plant’s ammonia‑nitrogen (NH3‑N) treatment system.
City engineer Tim Mader told the council the LCDBG program invited Crowley to apply for a phase‑3 project addressing ammonia reduction and that full applications are due Dec. 15. Mader estimated the total project cost at about $2.8 million and said the city would need to commit local matching funds generally in the $800,000–$850,000 range. He provided a draft resolution and recommended the mayor be authorized to enter contracts for necessary design and grant‑administration services.
“When awarded, the city would have to match the grant in the range of eight hundred to eight hundred fifty thousand dollars,” Mader said, summarizing the program and attached compliance documents.
A council member asked whether the project responds to a DEQ compliance order; Mader confirmed the work is included in a multi‑phase compliance plan attached to his report and identified the ammonia upgrade as the same Phase 3 project cited in the DEQ materials.
Council members moved, seconded and approved a resolution to authorize submittal of the full application, to commit local matching funds for construction and related services, and to authorize the mayor to enter necessary contracts. The motion passed by voice vote in committee.
Next steps: staff will finalize the full application and the accompanying resolution for adoption at the next council meeting so the city can meet the Dec. 15 LCDBG deadline.
