Tatiana Childress, planning and redevelopment director, told the board the proposal (CA2505) updates Article 2 of the land development code to clarify terms such as "adult bookstore" and "adult materials" and to ensure compliance with state standards. "This ordinance codifies updated minimum distance requirements to ensure compliance," Childress said, noting state law requires a 2,500‑foot separation from schools for establishments permitted after July 1, 2001.
Board members asked staff to map which commercial parcels would remain eligible under the clarified rules. Childress said businesses would be allowed in the C‑2 (Commercial General) zoning district and that staff will run GIS buffer analyses to identify parcels that do not intersect required buffers. She offered to provide a map at a future meeting for members’ review.
After opening the public hearing and hearing no testimony, a board member moved to forward the amendment to the City Council "as presented." The board conducted a roll call and voted 7–0 to send the item to council.
The ordinance as drafted will be considered by the City Council; staff placed the planning report in the record and recommended council adoption to update the code’s definitions and distance restrictions to match state requirements.
