Finance Director Tristan Green presented the district's monthly financial report to the board on Nov. 10, outlining cash transactions, encumbrances and reserve strategy.
Key points: Green said fiscal-year-to-date cash (true cash) is presented in the report and encumbrances reflect purchase orders. The district has spent about 21% of this year's budget to date. School meals are up roughly 18.99% compared with the same early period last year (about 6,800 more meals served). The district moved reserves into the Wyoming Governmental Investment Fund (WGIF) and is earning between $40,000–$60,000 monthly on those balances, a substantial increase over previous earnings. Special reserve structure was reviewed: technology/equipment and facility use subfunds were flagged; board was reminded property-tax 'guarantee' rules limit new property-tax revenue unless the state guarantee is exceeded.
Questions from trustees: Trustees asked about legality of market exposure in reserve investments (Green said districts commonly participate in WGIF), options if investment earnings push the cash-reserve ratio over statutory ceilings (board would consider planned, one-time spending to reduce reserves and seek trustee direction), and the fund where sale proceeds would be posted (special reserves, facility subfund). Trustees also discussed nutrition participation gaps at the high school and potential operational options (staggered lunches, menu recipe adjustments, staffing challenges).
Board action: The board moved and approved the monthly financial reports and authorization to pay bills (including preauthorization items). Several trustees asked for further breakdowns and for raw supporting data to be shared with trustees electronically after the meeting.
