The board first approved minutes from a postponed Oct. 20 meeting, accepted bills and vouchers and accepted management reports that included occupancy and accounts-receivable updates, work-order data, Section 8 voucher activity and the director of modernization's monthly report. The commission also approved the monthly financial statements for September 2025 and the state quarterly modernization report for the period ending Sept. 30, 2025; both votes were conducted by voice and recorded in the transcript as carried on ayes.
Attorney Souza read the Open Meeting Law notice at the start of the meeting, stating that “any person may make an audio or video recording of this public meeting or may transmit the meeting through any medium,” a reminder that recordings are permissible and being made.
On modernization business the commission approved the recommended action to issue a certificate of substantial completion for the gas-line replacement at Cardinal Maderas Towers, indicating the project reached the substantial-completion milestone. The board also approved procurement item A, awarding a three-year grass-cutting services contract with two separate and distinct options to renew to the low bidder, D'Mello and Sons Incorporated, in an amount not to exceed $272,250.
Executive Director Kevin provided routine operational updates, saying human-resources interviews had produced a recommendation to fill a second-shift position and noting that CBIZ, the accounting firm handling the authority's audit work, is completing agreed-upon procedures with Finance Director Nela Souza for submission to EOHLC by the end of the month. He also relayed a thank-you card from Teresa Quintel and wished staff and residents a safe Thanksgiving.
