Summary
The Johnson County board adopted Resolution 2025-01 to authorize the executive director to renew recurring sponsorships and approve time-sensitive grants with the president's permission, while the board retains final approval for issued checks, counsel said.
The Johnson County Convention & Visitors Board approved Resolution 2025-01, a continuing-resolution measure that allows the executive director to renew certain sponsorships and make timely grant approvals with the president’s permission, while retaining board oversight.
"At the end of the day, even if he needs to approve and fund a grant request, everything will still ultimately need to be approved by the board," John Young, the board attorney, said while explaining the legal implications of the resolution. Young urged the director to bring grant requests to the board for approval when feasible to protect the director and the board.
The resolution is intended to streamline routine renewals for events such as concert sponsorships and the "first Fridays" program. Board members said the change should reduce the time spent at meetings on repetitive agenda items while preserving the board’s authority over financial disbursements.
Jennifer Echols moved to approve Resolution 2025-01; the motion was seconded and carried. Young also suggested the board consider adopting a standalone continuing resolution for recurring annual expenses to reduce future agenda load.
