The ordinance amends section 12.42.03 of the municipal code to codify standards for conditional‑use permit application review, clarify the grounds and process for suspension or revocation of a conditional‑use permit, and add a defined appeals procedure.
"A lot of people worked very hard on looking over this entire [chapter] and changing the deficiencies that were noted to us as well as improve the overall process," said the chair of the zoning committee, urging members to consider passage as a housekeeping measure to keep the ordinance current and fair.
Council discussed the timing of a vote and whether absent members should have an opportunity to review the updated language. Given the zoning implications and the recent public hearing held earlier in the meeting, a motion to table the ordinance to the next council meeting was made and seconded. The clerk called the roll and recorded aye votes from members present; the motion to table carried, postponing a final vote.
The zoning committee had previously reviewed related topics at its Nov. 3 meeting (including chicken coops, commercial‑vehicle parking definitions, and e‑bike/scooter enforcement) and recommended law‑director review of specific language before final council action.
