The Panama City CRA on Nov. 4 approved funding to cover two task orders for the Downtown Marina Uplands project: a not‑to‑exceed $35,000 financial feasibility task order from PFM and a $122,600 task order to Dover, Cole & Partners for visioning and master planning, including a charrette and site plans.
Board members asked whether Dover Cole’s proposed work duplicates a 2019 report; staff said the consultant will clarify what additional work would be provided and circulate that information to the board. Supporters said reengagement and updated community input are important; the board approved funding 5‑0.
Staff will circulate the consultant’s response to clarify scope differences and will manage task orders consistent with the City Commission’s prior approval (Oct. 14, 2025).
