The FY25‑26 budget previously included a $35,000 annual allocation and up to $10,000 for matching grants or donations; the MOU sets a three‑year term with two one‑year renewal options.
Nancy Hudson, president of the Historic St. Andrews Waterfront Partnership, addressed the board and recounted the building’s purchase history, saying the CRA funded the purchase and the city title has been treated differently on records. Hudson asked for consistent treatment for the museum and for parity with other organizations such as Panama City of the Arts. Board members and staff discussed deed/ownership records, accounting treatment, and whether the city or CRA holds title. Staff confirmed the CRA has provided funding and that the MOU formalizes responsibilities and funding commitments.
A motion to approve the MOU passed 5‑0. Staff will finalize the MOU documents and return required copies to the appropriate commissions and departments.
