School board approves PREP MOU and reviews carryover funding ahead of county review

Finance staff (speaker 2) updated the board on carryovers and supplemental appropriation requests, saying the division received FY26 federal allocations (Titles I–IV, Perkins) and two state school security grants and that a previously approved non‑local carryover was on the County Board of Supervisors December 3 agenda. Staff explained that a negative number in a monthly revenue column represented an offset from funds already received rather than a shortfall.
During questions board members asked whether the negative sign represented unusual cash flow from the county; staff replied it is a timing/cash‑flow display and that federal reimbursements arriving in lump sums can change monthly snapshots. The superintendent reiterated that 'all in' funding previously authorized is being used over three years and that roughly $368,000 of that package is supporting salaries this year.
Following the budget update the board considered one formal action item: the PREP financial MOU. A board member moved to approve the annual agreement; the motion was seconded and the board approved the MOU by voice vote with no changes reported.
Next steps: staff will submit supplemental appropriation requests to the county for approval at the December 3 Board of Supervisors meeting.
