Planning Director James Coley presented CZ2520 for Brilliant Growth (applicant listed as Mattamy Homes), a conditional rezoning request for roughly 35.61 acres (in Iredell County) to allow 77 single‑family detached homes under Morrisville conditional traditional neighborhood zoning.
Coley said the site is within the WS‑4 critical watershed area, which limits maximum built‑upon area to 50 percent and includes two substantial stream buffers on site. The applicant proposed 2.2 dwelling units per acre, about 3.06 acres of active open space and enhanced side elevations on corner lots.
As part of transportation mitigation, the applicant would widen McCrory Road for approximately 1,500 feet to provide 11‑foot travel lanes, add frontage improvements including curb and gutter along McCrory Road, and install a right‑only turn lane at the McCrory/150 intersection. The Planning Board recommended approval 8–1. During that meeting the developer agreed to conditions: no direct resident lake recreational access, a limit of 25 Certificates of Occupancy before completion of a required right‑only access at the McCrory/150 intersection, and expanded open space commitment (from 8.86 acres to 10 acres) with certain improvements required prior to the first CO.
Coley also said the applicant requested minor changes to timing/paving of a stub road for fire‑turnaround reasons but would dedicate and plat the right‑of‑way to the property line. Staff noted the site’s location outside the town’s preferred four‑minute response area but within the five‑mile coverage area; Station 7 will serve the site once operational.
No council vote occurred at the pre‑agenda meeting; staff presented the item for the regular meeting packet and to inform the board of conditions and mitigation the applicant has agreed to.
