Commission approves auto-sales conditional use with owner-specific condition

Toby Brown, planning staff, said the site is in an established commercial area and staff recommended approval with five standard conditions. The proposal limits the use to a particular building and site plan; staff emphasized the approval would be for the building shown and that future uses in other buildings would require separate review.
Applicant Zachary Bowers said he is leasing the building, plans a small dealership and occasional repairs, and agreed to the recommended conditions including limits on outside storage and inoperable vehicles. "I like working on wrecked cars and putting them back on the road," Bowers said, adding he expects modest volume ("maybe one or two a month").
Commissioners discussed enforcement and whether a CUP granted while the applicant is a lessee could be marketed by an owner to a future buyer. They added a sixth condition to make the conditional use permit apply only to the named applicant (Zachary Bowers doing business as a specified entity) so the county could review changes in tenancy or ownership.
The commission approved the motion with the added owner-specific condition on roll call (majority yes, one abstention). The applicant must obtain any required zoning permits and meet the CUP conditions before beginning operations.
