Commission approves highway jurisdiction changes, bridge removal, precinct changes and county building lighting bid authorization

The Lincoln County Board of Commissioners dealt with a bundle of administrative and operational items on Oct. 7, approving several resolutions and motions that will affect county operations and upcoming budgets.
Resolution to modify county highway system: Staff said a 2023 agreement with the City of T transfers multiple short segments (including parts of County Road 111/469th Avenue and Old County Road 113) to the city for development and maintenance. The board authorized the chair to sign the resolution and transmit it to the state DOT for final action.
Bridge structure removal from grant-eligible list: Engineering review showed a replaced structure no longer met the state's 20-foot opening rule that qualifies it for county-level grant eligibility; the board approved removing the structure from the eligible list.
Precinct boundary changes: Lincoln County Auditor Sherry Lund briefed the board on two precinct changes to accommodate HB 1130 (effective Jan. 2026) and growth-driven adjustments (Sioux Falls precincts 211 and 212 consolidated and a new precinct 219). Lund said approximately 4,000 voters will have polling-location changes and estimated notification costs of about $2,500. Commissioners approved the precinct changes.
Admin building lighting upgrade and budget authority: Building superintendent John Rambo requested authorization to advertise bids for an LED lighting upgrade for the administration building; the board approved advertising. Rambo said the county had a grant of about $75,000 and earlier estimates put the full project at about $190,000; because of contracting timing he asked to move budget authority into the 2026 budget, and commissioners approved that shift.
Meeting schedule change: The board voted to change the Oct. 21 evening meeting to an Oct. 28 meeting in Sioux Falls to allow timely approval of claims; commissioners discussed a short recess option but agreed to change the location/date.
Executive session and adjournment: The board entered executive session under cited authority ("1 25 2 sub 1" and "1 25 2 sub 4") and after returning called the roll and adjourned with unanimous 'aye' votes.
All motions listed above were adopted by roll-call votes during the Oct. 7 meeting; no additional ordinance or resolution text was adopted beyond those administrative approvals.
