College Place council adopts salary-commission ordinance and certifies 2026 community events; lodging tax recommendations noted

City Clerk Clark Garcia presented an ordinance establishing a College Place City Council Salary Commission composed of citizen, nonemployee members and asked council to adopt it as written. "We have, an ordinance for council to hopefully pass tonight, establishing a College Place City Council Salary Commission," Garcia said. Council Member Williams moved to adopt ordinance number 25-010; the motion was seconded and the council approved it by voice vote.
Clerk Garcia then presented a resolution listing community events the city plans to financially support in fiscal year 2026, including a College Place branding event and the College Place Art Show. "It is recommended that cities issue a resolution, for auditing purposes so that we can support, various community events," Garcia said. Council Member Sherman moved to adopt resolution number 25-056 to certify official community events for FY2026; the motion was seconded and passed by voice vote.
Council Member Peterson and Clerk Garcia reported on the Lodging Tax Advisory Commission (LTEC) meeting and said the commission agreed to fund all but one of the proposals and tentatively recommended $16,000 for the downtown organization, subject to council approval. Clerk Garcia also recapped a large Halloween trunk-or-treat turnout and provided preliminary Winterfest 2025 planning numbers (21 parade sign-ups, five vendors so far, 12 gingerbread-house household sign-ups).
The council discussed community events, volunteer participation and event staffing; no substantive changes to the city’s events policy were made at this meeting.
Next steps: adopted ordinance and resolution are effective as adopted; staff will continue event planning and will follow up on lodging tax funding allocations during budget/approval processes.
