The Springfield Municipal Regional Planning Commission approved the final plat for Blackwood Farms Phase 1 on Nov. 6, with staff-recommended contingencies to be addressed before recording.
Community Development staff said Phase 1 North includes 90 attached single-family units and Phase 1 South contains 94 detached lots, representing the first phase of a larger planned residential community that will include amenities and a future greenway connection. Staff noted typographical label errors—specifically a water line labeled as 10 inches that should be 12 inches—and said the developer must finalize HOA documents and the secondary access plan for the northern section prior to recording. "Staff recommends approval contingent on all staff comments being adequately addressed prior to recording," Miss Durham said.
Commissioners moved, seconded and voted to approve the plat. The vote recorded commissioners Moreland, Bibb, Boyd, Thomas, Baggett, Gray and Townsend in favor; the motion passed.
The approval allows the developer to proceed toward construction after satisfying the listed conditions and recording corrected plans and HOA documents. Staff emphasized that outstanding technical corrections must be completed before the plat is recorded to ensure compliance with city standards and utility labeling accuracy.
Next steps: developer must resolve the secondary access plan and correct labeling, record HOA documents and submit final materials for recording prior to issuance of permits for Phase 1 construction.
