Board permits guest-only food and beverage service at renovated Paraquet Hotel

Matt Lane, owner and developer of the soon-to-be Paraquet Hotel at 3081 Harbor Drive, told the Board of Adjustment the renovation transforms an aging motel into a boutique hotel and that accessory food and beverage service (morning coffee, light refreshments and poolside service) is an essential amenity for guests. Attorney Stephanie Toothaker explained the University Land Development Regulations (ULDR) sections at issue: hotels permitted to offer accessory food and beverage service generally must have 50 or more rooms and internal access to those amenities through an interior lobby; the Paraquet currently has 39 rooms and exterior-facing circulation.
Toothaker argued the property’s configuration and historic construction make it impracticable to add rooms or an interiorized lobby and that the requested variance is the minimum relief necessary. She emphasized the request limits service to guests only and will not create a public restaurant or require additional parking. Board members asked whether state liquor licensing would still be required (2COP/4COP) and Toothaker confirmed local zoning verification would be needed in addition to state licensing.
After clarifying questions, the board voted to grant the variances allowing accessory food-and-beverage service for the 39-room property and to permit the accessory uses without internalized access. The motions passed on roll call.
