The Alcohol Beverage Board of Saint Mary's County on Nov. 13 approved a slate of 90‑day conditional extensions and transfers for restaurants and bars in Leonardtown and nearby communities.
The board approved 90‑day extensions for several conditional license holders still completing inspections and landlord transfers. Arthur C. Brinkley and Celeste C. Baird told the board interior plumbing and gas inspections were complete and that the remaining outside grease trap would be final work before receiving a use-and-occupancy permit; the board approved a 90‑day extension. Thomas F. McKay said the landlord had delayed turning over his site and that he expected takeover “by the middle of next week,” prompting a 90‑day extension for McKay’s Grapes, Greens and Gatherings. Applicant John Arkelion said an SBA loan delay pushed equipment delivery back three to four weeks; the board granted a 90‑day extension for that applicant as well.
The board also conditionally approved the transfer of The Front Porch’s Class B (restaurant) license to Gautam Patel and Sailesh (Shalish) Patel at 22770 Washington St., Leonardtown, including permission for outdoor seating on the porch and a limited lawn area for occasional events. Attorney David Weigel said the applicants proposed no operational changes and had secured fire marshal sign-off; board staff clarified that final conditions include a use‑and‑occupancy permit, a business license, a new lease from the seller to the buyer at closing and formal closing documentation.
Latrice (Leatrice) Dawkins received a 90‑day conditional approval to purchase the Luxe Sports Bar and Grill’s Class B license, contingent on correction of a fire marshal issue and issuance of a U&O and health department clearance. Dawkins’ attorney, John Plisi, highlighted Dawkins’ military service and counseling work and said she and key staff had begun server training.
The board also approved Russi’s Italian Kitchen and Grill’s application for a second location in Leonardtown with sidewalk outdoor seating (three tables per side). Applicants described a 100% ID policy, camera coverage for the sidewalk area and training plans for staff; the board issued a 90‑day conditional approval pending fire, U&O, health and business license requirements.
Several officer/member changes were approved without discussion, including Old Line Restaurant and Pub (remove Michael Vennondell; add Timothy Brian Grube) and Longhorn Steakhouse (remove Lyndon E. Carter; add Paula Butler).
Board Chair David Willenborg reminded applicants of appeal rights and procedural conditions. Many approvals were granted as 90‑day conditional actions to allow applicants to secure remaining local permits and final documentation.
