Cobb County procurement staff opened 11 solicitations Thursday, Nov. 13, 2025, reading aloud vendor responses and total bid prices for projects covering road resurfacing, sewer and lift-station work, park and arena repairs, and design services for a new public health building.

"We have 11 solicitations to be open today, so let's get started," said Stephanie Bryce, deputy director of procurement services, who presided over the session and announced bidders and totals for each procurement. Bid bonds were stated as included for all submissions reported during the opening.

Among the larger construction solicitations, Blount Construction Company Inc. submitted the lowest price for the Local Roads Northeast resurfacing contract (project B2924) at $6,207,533.30; other bids for that contract ranged from about $6.7 million to $7.48 million. For the Duwes Road at Antioch Road project (B2302), Bartow Paving Company Inc. led the field with a $2,298,797.06 bid. The Proctor Creek lift-station FY26 variable frequency drive replacement (S5040) received a single response from Capital City Electrical Services LLC at $499,840.

Other projects opened included FY26 Zone 2 interceptor sewer replacements for the Cobb County Water System (S3056), with multiple bidders and prices announced; an ITB for structural steel painting at the Jim Miller Park Outdoor Arena (26-6941), where bids ranged from approximately $62,700 to $1.55 million; and several Parks Department contracts for boardwalk decking and grounds materials.

Bryce noted that the solicitation for program and construction management of the new E‑911 emergency communication center (26-6942) and the RFP for professional design services for the new South Cobb Public Health Building (26-6943) were handled as proposals with qualitative evaluation factors; vendors were recognized but dollar amounts were not read into the record.

No awards or contract approvals were decided during the opening; Bryce said preliminary bid results and eventual awards, once approved, will be posted through the county's open procurement portal and on the county website. She announced the next regularly scheduled bid opening is Thursday, Nov. 20, 2025.

The procurement session was limited to reading and recording submitted bids; officials made no contract awards or policy decisions during the event.
