Commissioners approve meal contracts, pipe and transit work, water‑plant parts and fleet purchases

Several routine but budgeted procurement and infrastructure items advanced with relatively brief discussion on Nov. 13.

The Board approved renewal of the congregate meals contract with Business Food Solutions, Inc. for up to $200,000 and a home‑delivered meals contract with Meals on Wheels of Central Maryland for up to $185,500; both were competitively bid term renewals and are within the FY26 budget.

Public Works and Engineering recommended awarding a $1,892,900 contract to Pleasant's Construction for cured‑in‑place lining and rehabilitation of approximately 12,536 linear feet of pipe and 163 culvert locations across 52 roadways. Engineering staff said the lining extends asset life by 30–40 years and represents a roughly $1.9 million savings versus full replacement.

Carroll Transit won approval for two minor route adjustments in Westminster — combining a low‑use hospital stop and removing a seldom‑used City Hall stop — and for publication of updated safety‑management performance targets and an ongoing driver skills training program. Transit staff said deviations to serve hospital riders will still be available on request.

Utilities awarded a single‑source purchase to Parkson Corporation for plate‑settler replacement parts at the Freedom District water treatment plant ($99,690); staff explained the parts rehabilitate the return‑water treatment train required by the plant's discharge permit.

Finally, the board approved replacement fleet purchases (two 2026 Ford F‑350 trucks and one 2025 Ford Transit 350 cargo van totaling budgeted funds) to replace aging vehicles and to provide an enclosed platform for the county’s sewer‑inspection camera.

All procurement items were described as budgeted in FY26 and were approved by voice vote or unanimous roll call during the meeting.
