Staff said prior attempts at citations and outreach—some going back years—had not produced sustained compliance. Commissioners discussed whether the owner might be deceased and noted previous records from 2011 and 2018 that could be related but not conclusive.
The commission recorded affirmative votes from Vice Chairperson Souder, Commissioner Myers, Commissioner Thompson, Commissioner Valone, and Chairperson Davis. Staff said if the owner fails to appear in December, the commission will consider further exterior remediation steps.
The commission did not set an enforcement timetable beyond the hearing date. The item will return to the Housing Commission agenda on Dec. 10 for the scheduled show‑cause hearing or for any update staff can provide.
