Blythewood council adopts ordinance updating town code ahead of Nov. 24 government-form change

The Town of Blythewood Council adopted Ordinance 2025.008 on second reading at its Nov. 10, 2025 special meeting, approving amendments to the town code to prepare for an upcoming change in the form of government.
Town legal counsel summarized the revisions, saying the agenda packet included a memorandum showing the edits. Counsel said a new whereas clause references Ordinance 2025.002 (the referendum ordinance) and notes that the change in form of government will not occur until Nov. 24, 2025. Counsel described edits to section 30.01 on quorum and rules of order that add a provision allowing the council at a meeting to vote to elect a different presiding officer than the mayor, and clarified that loss of a quorum for conflict-of-interest questions applies to the specific question only rather than the whole meeting. The ordinance also added "town" before "manager" in section 32.03 for consistency and clarified subsection (a)(1) about appointments and removals by a town manager versus council authority for specified positions.
"First reading was given to Ordinance 2025.008 on Oct. 27, 2025," counsel said, and the memorandum in the agenda packet lays out minor changes made since first reading. A councilmember moved to adopt the ordinance as presented; the motion was seconded and carried on roll-call vote. The clerk recorded the vote as unanimous: Councilwoman Page — Yes; Councilman Fry — Yes; Councilwoman Fripp — Yes; Councilman McHenry — Yes; Mayor Griffin — Yes. The mayor declared the motion passed and the ordinance adopted.
The counsel explained that while Ordinance 2025.008 takes effect upon adoption, Ordinance 2025.002 (the referendum ordinance cited in the packet) states the formal change in the form of government will not take place until Nov. 24, 2025. No amendments were offered at second reading.
The council then adjourned. The adopted ordinance and the memorandum describing changes are part of the meeting record for implementation planning and any necessary administrative updates.
