When Council member Orlando asked about density, staff said the project equates to about 5.7 dwelling units per acre, placing it in the general plan's medium‑density category and consistent with nearby development. Council member Hawkins asked about traffic; staff said a traffic impact statement had been completed and that the city's traffic engineering team determined it was acceptable.
The public hearing on ANX24‑0004 was opened and then closed during the meeting; no final annexation ordinance or council vote on the annexation was recorded in the Nov. 13 transcript.
