Summerville council approves contracts, site plans and administrative changes; flags stormwater review

At its Nov. 13 meeting the Summerville Town Council approved several contracts, site plans and administrative items and recorded a near-term executive-session vote to discuss a property negotiation.
Council approved a construction contract with A1 A Edifice for the municipal public safety facility complex by motion and voice vote. The council also approved intersection improvements at South Laurel and Sumter Street and a site plan for Dorchester School District 2’s bus maintenance facility at 286 Old Fort Drive; both items moved forward after committee recommendations.
The council approved a site plan for a new gymnasium at Summerville High School (1101 Boone Hill Road). "I have some real concerns about the stormwater management at that site," a council member (speaker 11) said and asked the town engineering department to take a close look as plans develop; staff noted the MS4 permitting process and DHEC review would also apply.
On municipal administration, the council approved the mayor’s temporary appointment of the town administrator as the designee to hear business-license appeals until the ordinance change (first reading at this meeting) is finalized. The council also approved a memorandum of understanding between the Summerville Police Department and the MSC Police Department to assist in motorcycle-officer training.
Finally, council voted to enter executive session to discuss negotiations incident to a proposed sale of town-owned townhome property (TMS 137‑00‑0002); two members recused themselves for potential conflicts of interest prior to the closed session vote.
