Baltimore County Human Relations Commission leaders said delays in receiving clear guidance about how to access the commission's annual allotment have hampered programming, including a postponed signature event originally scheduled for Oct. 17.
Commissioners said community partners had pledged in‑kind support and that the event had reached roughly 150 prospective attendees. Chair Thornton told the commission the annual budget was $10,000 and expressed frustration that commissioners had been asking for details on how to access funds since February without receiving timely answers: "I find that unacceptable," Thornton said on the record, adding the delay has "precluded us from doing the approved work that we have been tasked with."
Director Rashawn Bridal said the process and documentation for accessing HRC funds are under administrative and legal review and that she did not have a precise remaining balance to report during the meeting. Bridal said the funds are available and that a written protocol and a concrete number should be ready by the next meeting.
Commissioners discussed alternatives if the formal budget access process remained incomplete, including moving forward with a community‑driven, low‑cost event using in‑kind resources and individual commissioner sponsorship; several commissioners offered to support or co‑sponsor the rescheduled event. Staff and subcommittee leads agreed to provide next steps and timelines at or before the next meeting.
