Speaker 1 told the committee that staff discovered an error in the general transportation aids (GTA) calculation caused by duplicated line items between the enterprise fund and the road-and-bridge fund. "So it was basically $21,000,000 when it shouldn't have been should only been about 11," the presenter said, and noted that staff met with the auditor and resubmitted corrected forms to the Department of Revenue. The county expects a revised GTA calculation and anticipates that GTA for 2026 will be similar to prior estimates (staff said the exact number in the packet was unclear).
The committee was briefed on LRIP allocations from the West Central District. Speaker 1 said Dunn County was awarded $214,000 for CHI (County Highway Improvement). The packet also showed CHID funding of $157,866.99 and a CHIS allocation of about $465,000; staff explained CHIS projects commonly require very large asphalt volumes and that the CHIS allocation can be split across projects over the next five years.
On highway financials, staff said the CIP shows a projected deficit tied to planned equipment purchases but noted the internal service (7,100) fund is projecting a surplus. Staff cautioned that some labor and equipment costs in the 2,600 road-and-bridge fund may not yet be reflected in current projections and that those numbers are being reconciled with consultant help.
Committee members discussed voucher-review practices and agreed it is helpful when preparers add notes in the voucher text column to preempt questions. The committee approved highway vouchers by voice vote later in the meeting.
No new appropriations were voted at this meeting; staff said further financial reconciliation will be reported to the committee as figures are finalized.
