Board approves minutes, bills and $62,000 maintenance vehicle from sinking fund; enters closed session

The Milan Area Schools Board of Education approved several routine and financial items at its Nov. 12 meeting and voted unanimously to enter closed session for negotiation strategy.
Consent and finance votes: The board approved minutes from the Oct. 29, 2025 regular meeting and the Oct. 29 closed session (motions by Prior; second by Burdett and Marais respectively). Trustees also approved bills and reimbursement of expenses after a brief review; board member Burdett said he had reviewed the check register and had no questions. Each of those consent items passed on voice/roll-call with five votes in favor and none opposed.
Sinking fund vehicle purchase: Superintendent Ryan McMahon described proposed sinking-fund expenditures and presented a quote (Attachment A) for a new maintenance vehicle (an F254 outfitted with electrical wiring and a plow) priced at $62,000 through a state vehicle consortium. The board took a formal vote after a motion by Farrell, supported by Marais; the motion carried 5-0. McMahon said sinking-fund rules, legal counsel and a state consortium made the purchase allowable and that the vehicle will be outfitted and delivered quickly for winter response.
Other sinking-fund items discussed included a recently replaced middle-school boiler (about $30,000), Chromebook purchases (~$80,000), an anticipated chiller replacement at the middle school (rough estimate near $250,000 requiring an RFP), annual vehicle maintenance estimates (~$90,000 for tires/brakes) and potential parking-lot/roof work planned for remaining funds.
Closed session: The board moved into closed session under Section 8(1)(c) of the Michigan Open Meetings Act for negotiation strategy (motion by Burdette; support by Prior). Roll-call was unanimous. The board entered closed session at 8:00 PM, returned to open session at 11:13 PM and adjourned.
What this means: The approved vehicle purchase uses sinking-fund dollars and authorizes staff to proceed with outfitting and deployment; other large capital projects (chiller, roofs, parking areas) remain in planning and are expected to be subject to RFPs and further board approvals.
