Board previews multiple IGAs and grants including crime victim assistance, ADHS STI investigations and WIC services

County staff reviewed a slate of routine and grant‑funded items the board will consider at its Nov. 18 meeting, including intergovernmental agreements intended to support courts, public health and jail reentry services.

Staff said the jail district has a proposed data‑sharing agreement with Arizona Complete Health to improve continuity of care when people are released from custody. The county also flagged an Arizona Department of Corrections Rehabilitation and Reentry agreement that staff noted included a proposed cancellation amendment; county staff said they will consult the sheriff's office before Tuesday.

The County Attorney's Office presented the annual Crime Victim Assistance Program grant, which staff said this year totals $96,667 with a proposed county match of $24,168.07. Staff clarified the match will not come from contingency and that they found funds elsewhere in the fiscal year to cover the match.

Public health staff requested board approval for an amended IGA with Arizona Department of Health Services to cover laboratory services and surveillance for chlamydia, gonorrhea and syphilis investigations, with particular attention to congenital syphilis trends. The health director also previewed a routine WIC/breastfeeding counseling IGA that will continue to provide nutrition education and food benefits to eligible families.

Board members were also told staff discovered an FY23 billing error that resulted in a $51,000 overcharge to the Bisbee school district for indirect services; staff said Bisbee identified the discrepancy and the county is reconciling the accounts and preparing refund or correction options.

None of the items were acted on during the work session; staff said the full packet and attachments will be posted Friday and the items will appear on Tuesday’s regular agenda for formal consideration.
