Rules committee adopts amendments, reports several zoning and utilities bills favorably to council

At its Oct. 16 meeting, the Committee on Rules considered a package of zoning and mapping measures and moved several forward with committee amendments and a favorable recommendation to full council.
Michael Gaul, senior legislative planner for the Philadelphia City Planning Commission, testified on three items. He said bill 250831 (introduced by Councilmember Jones Jr.) would amend Section 14‑602 to allow "basic utilities and services" in the SP‑CIV special purpose civic, educational and medical zoning district without a special exception — a change the commission said would support the Water Department’s capital and operational needs that serve Philadelphia residents. Gaul said the change is expected to have minimal neighborhood impacts.
Bill 250848 would remap parcels bounded by Chu Avenue, Church Lane and Worcester Street in East Germantown; planning staff recommended a scaled‑down designation (CMX‑2) in an amendment to better match neighborhood scale rather than the originally proposed CMX‑3. Bill 250891 would remap vacant parcels fronting Venango Street in Nicetown‑Tioga from RSA‑5 to RSA‑6, a slightly less dense attached row house district, consistent with the district plan’s goals.
The committee adopted amendments to some of the mapping bills and voted to report the package of bills to council with a favorable recommendation and to suspend the rules to permit first reading at the next session.
