Commissioners extend EMS service arrangement with Fort Leavenworth through year-end

Leavenworth County commissioners voted Oct. 23 to continue emergency medical services to Fort Leavenworth through the end of the year while the county and the installation pursue a formal intergovernmental service agreement.
Col. Todd Sunday, the Garrison Commander at Fort Leavenworth, told the board he considered ambulance service critical for the garrison’s 6,000 nightly residents and for certification of the disciplinary barracks. "The ambulance is a key part of the certification for that prison," Sunday said, and asked the county for additional time while the Fort completes its internal approval process.
County staff said the board had previously granted a 30‑day extension and that federal budget uncertainty and a partial government shutdown had delayed negotiations. Commissioners discussed options ranging from another 30‑day extension to six months before moving a compromise to continue the current arrangement through Dec. 31.
Commissioner Culberson moved to "continue the EMS services to Fort Leavenworth to the end of the year." The motion was seconded and approved by roll call.
The board directed county staff and Fort representatives to provide updates as negotiations with Army approval channels progress. County staff noted the Fort had provided an "intergovernmental service agreement" template that will need higher‑level Army review and signoff before a long‑term contract can be executed.
