Newport News proposes $1.1 billion five‑year capital plan with focus on schools, fire stations and infrastructure

City Manager Alan Hunter and budget staff presented the City of Newport News’ recommended FY2027–2031 Capital Improvement Plan to the City Council at a work session Oct. 28, calling for approximately $1.1 billion in capital projects over five years.
The recommended plan, Assistant Director of Budget and Evaluation Corey Cloud said, is about $1.1 billion — slightly less than the currently adopted five‑year plan — and was prepared with the city’s strategic priorities, debt policies and community feedback in mind. Cloud said the plan aligns projects across the priorities of people, places and government and continues several transformational efforts already underway.
Cloud highlighted that only the first year of the CIP is being appropriated now; the following four years are planning estimates. Under a conservative financing scenario that assumes issuing debt each year of the plan, staff project a year‑over‑year increase of about $13.5 million in General Fund cash capital and bond‑funded appropriations for FY2027. Cloud also noted the city has not sold bonds since July 2023 and that the plan was modeled to be affordable within the city’s debt management policies.
