Board signs off on series of Route 76 and Elevate Branson public‑works and utility agreements

Staff reported multiple interrelated actions to support the West 76 and Elevate Branson public improvements. Michael Woods and other staff explained the items before the board:
- Right‑of‑way and public improvements for Elevate Branson: the board accepted a right‑of‑way easement to convert a private road into a public street to complete the Elevate Branson public improvements (Bill 66‑13). Staff said the road paving had just been completed and the item is part of finalizing the grant and construction closeout.
- MoDOT signal replacement at Route 76 and Main Street (Bill 66‑15): the Missouri Highways and Transportation Commission will design and install new traffic signals; the city will enter a cost apportionment agreement (MoDOT investment cited as $1.8 million). Staff emphasized the design will include black signal poles and crosswalk improvements to match downtown theming.
- Utility relocation and telecom agreements: a contract with Cedar Bridge Acquisition LP/Optimum (Bill 66‑16) was presented covering the telecom relocation costs to underground lines for the West 76 segments; staff reported an estimated not‑to‑exceed cost (~$189,002.76) to be reconciled through 76 project funding and subsequent budget adjustments.
Separately, the board adopted the 76 Entertainment Community Improvement District (CID) 2026 budget (revenues $5,731,000; expenses $1,085,500) while noting bond debt service for the project will be added to a future amended budget once final bond numbers are set.
All items were approved by votes recorded as 6–0. Staff said cooperative agreements and bond schedules will be brought back for final approval and budget amendments as design and bond terms are finalized.
