Stoughton committee unanimously authorizes Vertex to submit design development package to MSBA

On Oct. 29, 2025, the Stoughton Elementary School Building Committee voted unanimously to authorize Vertex to submit the design development (DD) submittal for the proposed elementary school to the Massachusetts School Building Authority (MSBA).

Committee members reviewed the DD materials made available in a SharePoint folder (the package was described during the meeting as a 419-page set). Project staff said two subconsultant deliverables — a civil narrative tied to permitting and a life-cycle cost analysis — were received after the main DD packet and would be uploaded with a new link on the following Friday. The committee heard a step-by-step explanation of the MSBA review sequence: the DD is the first of three detailed design submissions, followed by 60% and 90% construction documents, and then a final bid set that will be issued for procurement.

Project representative Eric summarized the schedule and process, saying the team expects to submit the DD package to the MSBA on Monday, Nov. 3, 2025, and to target 60% construction documents in January 2026. Committee members asked whether certified town-meeting vote records would be required for the packet; staff said they had requested certified votes from the town clerk and would provide them if necessary, and acknowledged a missing certified record could delay submission.

After brief additional procedural remarks, a motion to authorize Vertex to submit the DD package as presented on SharePoint was made and seconded. The chair called a roll-call vote; the transcript records 15 affirmative votes and no dissent. The motion passed unanimously.

Next steps identified during the meeting included uploading the two outstanding subconsultant documents, distributing any final replacement/update package to committee members for last review before submission, and returning to the committee for review and approval of the 60% construction documents targeted for January 2026.
