Debbie Shantz Hart, representing the affordable housing developer, reported the city had applied with the developer to Missouri DED for CDBG‑DOCTOR funds and was awarded three projects. The awards provide funding for three 12‑unit projects sited around the city (Cedar Ridge 2 adjacent to the developer—s Cedar Ridge project; Fall Creek 3 near Gulf View Drive; Spring Creek on an undeveloped parcel). Each project is planned as a 12‑unit building; together the three projects will add 36 multifamily units.
Shantz Hart explained the CDBG‑DOCTOR program requires developer and local government agreements; the city had previously signed applications and now needed to approve the formal development agreements and related documents so contracts can be executed and construction can begin. She said the program requires half of the units be rented to families at 80% area median income; the other units will be market oriented but still lower than prevailing market rents.
Because of project timelines and grant conditions, the developer asked the board to consider first and second readings and final reading on an expedited schedule; the board approved the ordinance on first and second reading and then on final reading by roll call (result 6–0). Staff noted the projects will be scattered across the city rather than concentrated in one location.
Board action: the board approved Bill 66‑09 (development agreements for Cedar Ridge 2 LLC, Fall Creek 3 LLC and Spring Creek Branson LLC) and authorized the mayor to execute the documents so the developer can finalize contracts and proceed with construction.
