City attorney outlines Municipal Traffic Code, nuisance and land-use code timelines; council hears planning updates

City Attorney Gene told council that the Municipal Traffic Code (MTC) printing was underway and that the code would take effect 30 days after final publication. Gene said police changes to signage inventory would be necessary to align enforcement with the MTC and that the council could expect minor tweaking on fine amounts and related provisions.
Gene and planning staff discussed two separate code tracks: a nuisance code (a remake and expansion of chapter 5) intended for police enforcement and a separate property-maintenance code with different orientation and remedies. Gene warned against combining the nuisance code and property-maintenance provisions because they serve different enforcement and policy purposes; he said the nuisance code work is meant to provide clearer remedies in certain cases.
Planning staff reported progress on the land-use code draft: planning will present a rough draft to Planning and Zoning on Oct. 30, plan a council work session in November to review comments, hold a public open house in early December, seek a Planning and Zoning public hearing in January and aim for a council first review in February. Staff also reported CDOT-funded sidewalk work from Dairy Queen to O'Reilly's expected to finish this week.
Council did not take regulatory votes on these drafts at this meeting; the briefing provided timelines and next steps for public review and adoption.
