Staff explained the new process mirrors an existing advisory board (HARB) pathway: applicants are reviewed by a committee, recommendations flow to council, and council votes on the requests. Because the applicant was not present at the committee meeting, staff recommended sending the item directly to the Nov. 5 legislative session and notifying the applicant.
Committee members agreed and voted to place the request on the Nov. 5 legislative agenda.
