Planning and building report: permits steady, staffing and code updates under way

Randy reported permit activity near a typical annual pace, with 177 houses under construction, 802 other residential permits and 326 active commercial permits; inspectors average roughly 1,000 jobsite visits per month. Staffing changes include a senior inspector returning part time in July and a new staff member enrolled in state inspector training starting Nov. 4.
Planning staff summarized recent applications and code work: the planning commission approved the Community Child Center application (now within the appeal window), the Moffett Solar facility was approved by planning commission and may sign permits, and staff continue discussions on a proposed private airstrip (agency comments from ODFW were noted). Code updates are planned for December to clarify the distinction between accessory structures and dwelling units and to fix outdated language related to enforcement fines and fee distributions.
Staff also reported continuing work on an intergovernmental agreement with Jefferson County for planning support and ongoing code compliance cases. No formal board actions were taken on these updates at the work session; staff indicated they will return with specific code amendments for the board’s review.
