Concerns included reported missed shifts, crossing guards directing traffic contrary to safety training, and a lack of clear performance metrics. Staff confirmed the RFP scoring process included five reviewers and that the 15‑point local preference applied where appropriate.
Residents asked how the district is involved in the review and where the contract fits operationally if the school district objects. Staff said the school board previously charged the city with certain duties around crossing guards and that staff members sometimes fill roles when vendors cannot. Several councilmembers asked for better oversight reporting tied to child safety and for follow‑up metrics after the contract renewal.
A motion to advance the recommended agreement to the Nov. 5 legislative agenda passed by voice vote.
