York City’s interim director of Economic and Community Development presented the 2026 Annual Action Plan kickoff for the Community Development Block Grant (CDBG) and HOME programs and asked council to place the draft on the Nov. 5 legislative agenda.
Tammy Harvey Bethea, interim director of Economic and Community Development, said the packet is a HUD requirement and that staff used the current (2025) grant totals as a placeholder because the final federal allocation was not yet known. "This is just a kickoff. It's not anything specific," Bethea said, adding that staff will submit the plan to HUD and return to council with final subrecipient names and detailed allocations once HUD approval is received.
Council questions focused on the basis for the budget figures and on the status of a Section 108 loan. Bethea said the city is repaying a $4,000,000 Section 108 loan used for street and lighting work on South Queen and South George; five payments remain on that loan. She also confirmed historic‑preservation language is included because HUD requires it.
A motion to place the 2026 annual action plan on the Nov. 5 legislative agenda passed by voice vote.
