Summary
Quarterly update shows slight year‑over‑year decline in inbound tonnage across July–September 2025 and host‑fee receipts outlined. Landfill staff reported a recent DEQ compliance inspection with no issues, final signoff on a prior 15‑acre cap, and an ongoing 15‑acre cap/gas project without a firm completion date.
Maplefield Landfill staff told the Amelia County Landfill Advisory Committee on Oct. 17 that inbound tonnage for July–September 2025 was slightly below the same months in 2024 and summarized related revenue and compliance updates.
According to figures presented to the committee, July 2025 tonnage was 74,460 tons versus 78,426 tons in July 2024; August 2025 tonnage was 64,305 tons versus 70,364 tons in August 2024; and September 2025 tonnage was 69,774 tons versus 70,321 tons in September 2024. Committee members and staff noted a distinction between gross tonnage (the total material arriving at the site) and revenue or “paid” tonnage (the tonnage used to calculate host fees), and asked staff to provide a single ledger showing both measures month‑by‑month going forward.
County staff reported host‑fee receipts for the same three months: July 2025 host fees of $247,298.91, August 2025 host fees of $206,575.12 and September 2025 host fees of $231,623.87. Committee members requested that staff reconcile those receipts with the gross‑tonnage figures and said they want a master spreadsheet the county can use for quarterly and year‑over‑year comparisons.
Landfill staff also told the committee that the site underwent a full DEQ solid‑waste compliance inspection on Oct. 6 with no issues identified and that a final inspection and signoff had been received for a prior 15‑acre cap. Staff described a concurrent 15‑acre cap project and work on a gas‑collection/system upgrade; there was no completion date provided. The committee heard that the capping and gas‑system work is likely a contributing factor to some recent, localized odor complaints.
Committee members raised ongoing concerns about scavenging at the convenience centers and at the landfill entrance. Staff said they have adjusted the guard company's schedule so attendants are present later in the morning to reduce unattended scavenging and that they will continue monitoring the situation.
The committee asked staff to provide the additional month‑to‑month comparison requested and to include both gross and revenue tonnage in future written updates. There were no formal votes on operational changes during the discussion.
