The Sewage Disposal Working Group’s process and funding subcommittee reported it has met three times and is using flowcharts to map how septic systems are approved across local and state levels to identify inconsistencies and funding needs.
At the meeting, Matt Gilchrist, who presented the subcommittee update, described the group's approach as "the Socratic method of discovery," explaining that flowcharts drafted by Jim Kerenberg help show where local experience diverges from state practices. Gilchrist said the group has been "teasing out" inconsistencies and identifying requirements for training and funding that could improve consistency in approvals and inspections.
The subcommittee is relying on participation from state regulators such as Matt Pollock to clarify regulatory interpretations and procedures; Gilchrist credited such contributions as helping the group identify where additional guidance or resources may be needed. The subcommittee said it intends to incorporate outputs from the nitrogen and regulations subcommittees into its process maps so that permitting workflows accommodate technical and environmental requirements.
Gilchrist said the group expects its next meetings to produce a clearer path forward and recommended continued cross-subcommittee coordination; the full working group was urged to provide input where subcommittee topics overlap.
No formal actions were taken at the meeting; the subcommittee continues work in the data-collection and mapping stage.
