Clinton council approves consent agenda including police vehicle replacement, Davis County transportation grants

The Clinton City Council approved its consent agenda on Oct. 28, authorizing a replacement for a police vehicle totaled in a crash and acknowledging Davis County transportation grants tied to local road projects.
Council Member Greg Tyler moved to approve the consent agenda; the mayor seconded. The council voted in favor with no opposition.
Chief Stoker said the crashed vehicle was totaled and the replacement will come from the motor pool budget after accounting for the insurance payout and grant-funded equipment transfers. "We're taking the funding. The remainder balance is coming out of the approved budget for motor pool," the chief said. He added that insurance typically credits only the vehicle and not installed equipment and that outfitting a modern police vehicle now costs substantially more than in previous years. "If we were to outfit a police vehicle with the equipment and lighting that we generally get without grants, we're looking at about $40,000 now. $38,000 just for the equipment in addition to what the vehicle costs," he said.
Council members questioned whether the purchase represents extra budget authority or a straight replacement; staff confirmed the funding will come from the approved motor pool budget and that some equipment grants from the prior year (for items such as cameras) will be used. Staff also said they will transfer salvageable equipment from the totaled vehicle where possible.
On transportation funding, staff said there are two different Davis County third-quarter sales tax awards under discussion. One is a previously signed $2,500,000 award for reconstruction at 1300/1500 West that needs to be re-signed because Davis County identified paperwork issues; the other is a newly announced $1,600,000 award that the city plans to use on 2300 North near the Crane Field area for a roundabout and associated infrastructure. Staff said the 2300 North work will include coordination with Ivory Homes for western infrastructure extensions.
The council received the reports and approved the consent agenda, which included minutes, accounts payable for September, the county funding item and authorization to purchase the replacement police vehicle. No separate roll-call vote tally was recorded in the meeting minutes beyond the unanimous passage announced at the meeting.
