Now that Bluff maintains a building department, staff said, the same questions are asked during building‑permit review, creating unnecessary parallel review and public costs.
Staff noted that eliminating the clearance would reduce fees charged to applicants by approximately $200 because applicants currently pay both a land‑use clearance fee and a building‑permit fee. The change was described as administrative rather than substantive; staff recommended retaining opportunities for multiple reviewers where stakeholders desire additional oversight.
There were no in‑person or online public comments specific to this item during the hearing. The ordinance as posted on the town website remains available for public review; written comments will be accepted until 5 p.m. on Nov. 7, 2025. No vote or adoption occurred at the Oct. 28 meeting.
