"Any email of records sent to or from that address because it's a city email address in the city system would be considered public records," Ian Lighthizer, the city attorney, told commissioners, noting that emails routed through city systems are subject to public-record rules.
Staff explained that an existing equity email (equity@bendoregon.gov) already receives messages for equity work and that reactivating hrec@bendoregon.gov would make the pathway to the commission more explicit. Commissioners asked how messages would be filtered and whether responses would require staff oversight; staff said current practice generally involves staff review and forwarding to the commission when appropriate.
Commissioners and staff agreed there was no need for an immediate vote. Staff committed to provide written follow-up clarifying how messages would be processed and to prepare a monthly report of messages received to share with the commission.
