Sussex County Council voted to amend the comprehensive zoning map for a 0.75‑acre parcel on Ballast Point Road from AR‑1 (agricultural‑residential) to GR (general residential) to allow placement of a manufactured home.
Applicant David Rowe told the council he bought a property that included a house older than 10 years and, after applying for a building permit, discovered its placement did not meet manufactured‑home rules for an AR‑1 parcel. Rowe said neighbors had submitted letters in support. Planning & Zoning recommended approval and provided findings of support that were included in the county record.
Council moved for adoption and recorded roll‑call votes in which multiple members stated they based their votes on testimony and the planning commission’s recommendation; the motion carried and the ordinance was adopted.
