County to review new DEQ delegation agreement on septic permitting; agreement may require an engineer on staff

Staff informed commissioners that Wyoming Department of Environmental Quality (DEQ) has prepared a new delegation agreement governing county permitting of small wastewater (septic) systems.
"They finally have a new delegation agreement ready for us to sign for our permitting of, small wastewater systems, septic systems," said Tim Palmer (county staff), noting the county's previous agreement dated to 1986 and was only two pages. The new draft is about 12 pages, Palmer said, and includes provisions that could require a county to have an engineer on staff in order to assume certain permitting responsibilities.
Palmer said the planning/roads office will review the draft, coordinate desired changes, and bring suggested edits to the commission; he estimated the review process could take a few months.
No formal action was taken at the meeting; staff will return with recommended changes for commissioners to consider.
