Commissioners direct short-term upgrades to Willow Avenue and agree to explore renaming where it becomes Highland

County roads staff told commissioners the Willow Avenue right-of-way has been cleared and recommended using county crews to make short-term improvements while pursuing longer-term design work.

"My recommendation would be that we just use road and bridal, crew, and equipment time to get a little bit of a better road through there for right now," said Tim Palmer (county staff).

Commissioners recounted a recent mayoral inquiry about renaming the portion where Highland becomes Willow to make the entire route "Highland" to avoid emergency‑response confusion. One commissioner asked, "How many people does that impact?" Estimates ranged from "3 or 4" to "probably a dozen." The board agreed to explore the proposal further and to consider the address-change implications before taking action.

On maintenance, commissioners directed staff to remove visible stumps only after locating utilities and to use county resources (grading, blading and adding material) to get the road to a passable standard. Staff cautioned that the deeper drainage issues will require more funding and underground storm infrastructure to fix.

The same discussion included a separate parking‑lot question: staff said the parking lot at Keystone Road and Soldier Creek Road sits in an old county right-of-way that the county has not abandoned, and staff will contact Wyoming Game and Fish to clarify signage and enforcement.
