Commission renews Oasis Hookah Lounge SUP but declines staff's recommendation to curtail hours to midnight

The Planning and Zoning Commission reviewed the one-year SUP compliance report for Oasis Hookah Lounge (2410 Brady Lane) on Oct. 28 and voted to renew the permit while rejecting staff's recommendation to limit hours to midnight.

Staff reported the lounge was approved by city council in August 2024 and amended in November 2024 to permit sale of beverages. Staff said the business checks ages at the door and confirmed there is no food prepared inside (patrons may bring food from an authorized food truck). Public Health and Environmental Quality found no violations. The police department reported two noise calls: Dec. 21, 2024 (loud bass) and April 6, 2025 (loud DJ at 2:35 a.m.). Based on those incidents, staff recommended renewing the SUP with a condition prohibiting operations past midnight.

Owner and manager representatives said they addressed the noise issues after the incidents by removing a subwoofer and implementing operational controls (a kill switch that cuts music at closing, lighting procedures, and a new general manager). They said TABC had conducted unannounced checks with no infractions and that other similar venues in Grand Prairie operate later hours. The owner said most customers arrive after 10:30 p.m.; closing at midnight would eliminate the majority of his business.

Commissioner Janie Mendez Adakari moved to close the public hearing and approve per DRC recommendations but strike the staff's first condition (the midnight closing); Commissioner Angela Lucky Vaughn seconded. The motion passed unanimously. Commissioners discussed the option of scheduling a shorter follow-up review, but no additional review schedule was added to the motion on the record.

The SUP remains in effect with the existing hours that can extend to 2 a.m. The item will be forwarded to city council as part of the SUP process.
